Also on p 74 of the 4.7 administrator's guide under the topic "Defining an Annotation Policy for Outbound Mail".
In addition, the disclaimer policy can be modified so that it only adds the disclaimer once, not multiple times as for messages that are replied to or forwarded multiple times. To do this, simply add an exception to your disclaimer policy so that the policy does not trigger if the disclaimer already exists. Your policy may look something like:
Catch messages where...
But Exclude messages where...
The entire message contains the phrase "this is our company disclaimer that gets added to all outbound messages..."
Take the following actions...
and Append the annotation "Outbound Disclaimer"
