Problem

SuSEfirewall2 package by default not installed on 7.5.3(7.1.2 platform) appliance and when zypper is used to install SuSEfirewall2 package from Axway repository it is locked.

If SuSEfirewall2 package is installed after removing the lock then the rules from iptables will be removed once SuSEfirewall2 start and webmin is also not accessible on port 10000.

Resolution

There was an issue with webmin iptables overriding the SuSEfirewall2 settings.

Now, SuSEfirewall2 has been removed from appliance platform in favor of iptables which means webmin can be used on systems that don't have console access.
