Problem

In the 7.7 April 2020 release notes, there's a note saying

Support for Swagger in YAML format
API Manager now supports Swagger 2.0 documents that are in YAML format, including support for external references.

But external file and file+fragment references do not work.

Resolution

External file references and external file + fragment references cannot be supported for security reasons, so URL references should be used instead.
