Network connect reject RECOV=0 L=0 R=0 D=280

The Local Error code ( L ) and  Remote Error code ( R) are both 0 and
D=0x00000280  for NET= TCP refers to  "Time-out when establishing the outgoing connection"

This could be due to the following Reasons :

Network fault ( Problem with underlying network or Incorrect Port used for connection ).
If you get the same message with all partners then it is a Network Issue .
