--Routing of outgoing transfers to XIB/Integrator

1) In pelsetup.def, profile section add the following variable :
      p_allow_amts_output_routing = 1
2) Run peluconf standalone rebuild -f
3) Reload the profile and verify that the environment variable is correctly set
