Pickup Delivery Exchange creation issue on Windows 7

Problem

-- Pickup Delivery Exchange creation  while selecting "Pick a Partner" on windows 7:
ERROR, local paramId is empty: partyId


Resolution

* check user rights: Gateway Interchange needs to run as local administrator
