Keyword list policies are not triggered in MailGate 3.5

Problem

In MailGate 3.5, the global annotation settings (English locale) can be set in the Mail Policies > Policy Objects > Annotations > Global Settings page. The Annotation Start: filed contains text like:

(Added by the CompanyName Email Edge Firewall)<br/><hr>

and the Annotation End: field contains:

<br/><hr>

In this situation, the Policy Engine will not be able to handle the <br/><hr> HTML tags, since they are next to each other and there is no text between them. As a result, the keyword list policies are not triggered.

Solution

To work around this issue, you can insert some valid chars between the <br/> and <hr> tags. For example:
