Problem

You have a configuration with a passphrase that doesn't match the passphrase of the target environment and need to know how to make a FED file that you can deploy from 8090.

Resolution

If you create a new project in Policy Studio, either from an instance or a FED, with a passphrase matching the environment you want to deploy it to, then export a FED from that project, it will have a matching passphrase and you can deploy it to your target environment via the web UI.
