"System not available yet" when trying to login to Integration Engine System Manager
Problem
-- not able to login to the System Manager tool (Copilot) with a user with restricted roles (ex : with the role "Integration Engine System Manager")
-- "System not available yet" displayed in the console screen
-- error in $CORE_DATA/starter.log :

ERROR :20180308:09.13.26:r4edi(mburl):mburl.s4:345:Received HTTP code 403, instead of expected 200

-- when trying with a user that has the admin role, it works fine
Resolution
* that is a known issue, that is solved in B2Bi 2.3.1 SP1
* as a workaround, you can add the role "Access APIs" to the user role, and the user will be able to login
