XfbTransferSubmit COM open error 76  when trying to use Java API

Usualy means can't access to the TCP Com file. To be checked:
1) CFTCOM type=TCP must be defined  and  active (in the first position) into CFT parameters.
2) In the CFTCOM definition,  the  HOST parameter must be equal to the keyword localhost
3)  In the file named  xfbsrv_coms.cfg  (rep filedat for unix machine) Port address must be the same as the one in the CFTCOM and  host must be equal to localhost
