Is it possible to assign an individual to manage PQM for other users?

Is it possible to assign an individual to manage PQM for other users - for example, in one department, one person may want to manage the Quarantine Summary Notifications for a group of people.

It is possible not through PQM, but via a policy.

The policy which will let you to accomplish this should look like the following:

Policy Type: Unencrypted Message Filter
Applies To: Recipient

Catch messages where...
Not encrypted by the client and will not be encrypted by the server
and X-MMS-Quarantine-Summary exists

Take the following actions...
Drop the message
and Send the notification "PQM"

Where notification "PQM" should include:

Send To:
- Email Address: the email address of the person managing the notifications.
Send From:
- Email Address: an appropriate email address from where the notification has been sent.
Options:
- Return undeliverable notifications to the sender (checked)
- Eliminate duplicate notifications; send only one copy per message processed (checked)
- Attach the whole processed message to this notification (checked)
