Symptom:
The probable cause may be verified by looking in the server.log for the full reason, which is:

"Access to admin denied to 4518920 per IP filters"

Resolution:
If necessary update the file refered to in the IME configuration setting below, to include the IP address of the user in question, or remove the entry if it is no longer appropriate.

Where the admin_allow.ini file contains a list of IP addresses.
