You would like to import a serials file into VA.

Resolution

To import a serials file, you run vatool to validate the serials file and import it to VA. Note that you should run vatool as the same user that ves runs as. Also, you need to run vatool again if you flush the CRLs. If you update the serials file, you will need to run vatool again and push a new CRL unless you have set up serial file monitoring.
