Apachepassphrase.exe hangs on VA 4.12 in Windows 2012, Windows 8 or later
Problem
* The VA Admin service appears to hang on startup without requesting the password on Windows 2012, Windows 8 or later. Apachepassphrase.exe appears to hang without showing any windows.
Resolution
-- You need to enable interactive services, or the VA admin service will be unable to display the password box. This can be done during install, as mentioned on p. 27 of the VA 4.12 Administrator's Guide:
If you are running 2012, Windows 8, or later and the interactive services are disabled, the
Consent for service setting modification page displays. For more information, refer to the MSDN
