Problem

After a fresh install CFT jobs are not executed.
Your CFT is on an AS400 host and in 3.01 with a version equal or minor to SP9

Resolution

You should upgrade your CFT at less in 3.01 SP9 P1.
This patch includes a fix on the CFT JPI used by Automator.
