Resolution


* such PM server error are caused by an Incomplete configuration in B2Bi UI

* the error is not explicit, so the tricky point is to find out which configuration is causing the problem

* a possible cause is that a Pickup Delivery Exchange (community side) or a Pickup Exchange (Partner side) is in an "Incomplete" status

* find the Incomplete configuration and fix it
