German umlauts in file name are not correctly transferred

Resolution

fixed adding in UCONF the variable 'pesit.parameters.enable_encoding=Yes'

This option is available since CFT 3.1.3 SP1

It allows UTF8 encoding for PeSIT fields when needed.

For backwards compatibility reasons, it default to no encoding

The UTF8 encoding for PeSIT parameters on ST is set with the variable: Pesit.PiCharset (where default is UTF-8)
