Internal Error 2561 IME Admin Account Locked Out

Summary:
If the IME admin account becomes locked out, then IME will continue running, but if it is stopped then it will no longer start up.
If the IME admin account becomes locked out and an associated MMS Redirect client is configured to use that account, then Redirect will not be able to redirect messages to IME until the account is unlocked.
Symptom:
IME will not start up. The administrator will see the error:

If the admin account is locked out, then you must stop IME, and use the appropriate admin tool before restarting IME. To unlock the admin account:
For Solaris (IME5.0.5SolarisAdminGuide.pdf page 90):
For Windows (IME5.0.5WinAdminGuide.pdf page 103):
1. Stop the IME Server.
2. Open the Windows Start menu.
3. Choose Programs and open the Tumbleweed IME Server menu.
4. Select the Update Admin icon.
5. Select the option to unlock the admin account.
A common cause for such a lock out is that the IME admin password has been changed, and yet an associated MMS Redirect client is still trying to connect to IME with the old admin password for multiple messages and for multiple retries. The Redirect client will recieve the following error from IME:
Redirect Remote Client Error 187 ... cannot lock session.
